The Failure of the 28-Clause Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the tension caused by the announcement of a new 28-article proposal for achieving ceasefire appeared – briefly – to have been contained. A Washington representative spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its response: a renewed assault of rocket attacks on Kyiv.

The Rhythm of Diplomacy and Destruction

The sequence of opposing developments captured the grim essence of the current period. By day, political struggles are waged: optimistic declarations are released from different nations. Significant resources is devoted on containing specific proposals. By night, the Kremlin clearly shows the world that, for them, conflict continues to be the key method for achieving "peace".

Nocturnal Warfare

As Russia's attack unfolded into the early hours of Tuesday, the immediate reality of Ukraine's exposure was laid bare. Ukraine is capable of detecting missile launches from Russian territory, a capacity enabled by current data. From vantage locations, defense planes that had been scrambled to intercept incoming guided weapons streaked across the sky – advanced fighter aircraft supplied to Ukraine by Western partners.

Shortly after, Kyiv's air-defence systems thundered: several firings targeted at a hostile projectile. This was a sophisticated defense system at work, probably delivered by allied countries. Every firing shakes the surroundings, causing tremors. The instant of fear quickly gives way to sober acceptance: possibly the hostile projectile won't hit its mark this time, protecting urban areas from devastation and additional electricity failures.

Ongoing Risks

Soon after, a automatic firearm engaged a unmanned aircraft close by, part of a defensive team – most likely imported technology. Sadly, the shots failed to hit the hostile drone – it maintained course toward its destination.

Periodically, this persisted until dawn. Kyiv awoke to the morning news: seven people killed, damage and infrastructure problems in multiple buildings as a result of the evening attack. As typically, everyone still continued their routines – enduring hostilities. But those entire period demonstrated Ukraine's vital need on external assistance – a need that regional partners are demonstrably unable to replace in the short term.

Failed Diplomacy

The comprehensive proposal from American leadership provoked deep reactions, debate and profound anxiety – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and multilateral gatherings.

Every new initiative from Washington unfolds according to the same pattern: a political offensive against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They contain the crisis but never actually achieve victory. This cycle will, no doubt, persist.

Political Considerations

It is easy to blame certain parties of persistently promoting Moscow's conditions. But that does not seem to be the entire situation. Washington operates on a assumption familiar among international relations experts: you cannot achieve through diplomacy what you have failed to defend militarily. The US administration presumes that it is unrealistic to pressure the Kremlin to surrender the areas that it currently occupies in Ukraine's southern or eastern regions.

The issue is that while accepting these circumstances, US leadership does little to discourage Russia, through diplomacy or military means, from assuming that the situation will not shift further in its favour in the near future.

Opposing Positions

Therefore, the Kremlin is confident that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their incentive to sign a deal that does not give them the greatest potential benefit is virtually nonexistent. There may be many attempts to end hostilities, but they will carry on as long as Russia's leadership remains completely certain in the conclusion.

On the contrary, Kyiv believes that Ukraine can still hold out, gradually sacrificing people and territory but averting a entire defensive failure until conditions improve in its favour.

Present Conditions

Realistically, there are no real preconditions for a truce. Now, individual motivations are coming into play: personal goals to negotiate peace and secure international recognition, and Ukrainian leadership's twin challenges – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the national cause against any initiative Kyiv finds unacceptable, so that their focus does not switch to internal issues. And although their objective will now be significantly challenging after current events, it remains quite doubtful that this will change their overall approach.

These opposing factors are guiding negotiations.

Summary and Prospects

It took a just a single week to terminate the suggested clauses of the most recent proposal. Aggressive and erratic handling of the matter by American leadership, pushback by Ukraine and the rest of Europe, along with soothing efforts of diplomats, and finally, current information leaks, all achieved their purpose.

While new initiatives based on previous concepts are imminent, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to counter political attacks from Washington that are founded on Moscow's terms and demonstrate particular unwillingness to change the course of events, if they maintain solidarity and enhance their military capacity at a much faster pace. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the coming months, mainly require continued Western support.
